Afraid to tell something important

My nine-year-old daughter often says: Mom, I need to tell you something, but please do not get mad. And she insists- promise not to get angry or not give me a choir. Please do not give me a consequence. Or sometimes she might say: Please do not tell Dad.
What should I answer to such requests?
