Use of the Calm Down place to delay a chore

Hi, it almost seems like our 7 year old daughter is using the calm down place as a way to delay following an instruction. I ask her to do a chore, reminding her the steps to following an instruction, but often, if she says ok, she is whining. Then when I tell her she needs to say it with a calm voice, it actually gets worse and she starts crying. Then she goes to the calm down place and eventually does get calm and does the instruction, but this happens so often that it doesn’t seem she is motivated to say ok calmly and follow the instruction, but would rather spend some time in the calm down place which means she doesn’t have to do the task for a while. Since she is 7, the rule of three doesn’t apply to her, so what else can we do to help her? Thanks!
