calming down for children 8 and older before entering the rule of 3

When a child 8 years and older is genuinely crying or very uncalm, is there a time when you should give them a time to calm down before continuing to the rule of 3?  Or should you press forward no matter what.

e.g.  The child has been hurt or upset by a sibling or they are just asking for a bit of time to calm down first.  Can you say something like “I’m going to give you five minutes to calm down, if you are able to be calm and take an instruction, correction etc. that will be great.  But if not then we will have to move onto the rule of 3?
