Rule of 3

After a child calms down in rule of 3, maybe they have earned a major m and go away to do it but maybe they still grizzle or sulk. How do we handle this, currently we go through rule of 3 again and they calm down and then go away to begin their major m but sulk again and this can continue a few times. If they go away and sulk  or snap at someone is this them not calm and would have automatically  earned the next stage SODAS or do I keep doing what I am doing?
