Rule of 3 with young children

When my 3 and 5 year old enter the rule of 3 are they suppose to be doing chores for the 3 hours? What if we are headed to our co-op, is he just suppose to sit by me the whole time? Or if we are headed to a friend's house? What exactly does losing the 3 hour privileges look like for them? (We don't use screens fyi) thank you! Amd what does this look like on a beach vacation or pool vacation? They just have to sit to the side for 3 hours? I feel like that would be punishing the parent too as the parent would have to stay and supervise, just trying to figure out how to apply thank you!

Also on another note, 3 and 5 yr old boys really feed off each other, if I am with one of my boys alone they are like angels but when they are together it is so hard to get them to cooperate with me. Any advice… my guess you are going to say the 4 basic principles?

Another quick question… my 3 yr has a problem on fixating on a word that isn't appropriate like poop or "oh my God" that we don't say in our house… when he does it I will give him a chore, does it again give him another chore… if he says words that are not appropriate within like 20 minutes would he enter the rule of 3? Any advice on how to help this issue with a 3 yr old? We try and teach good songs and scripture songs to fill his mind with other good things as well.
