Rule of 3

I have another question regarding Rule of 3. So my son chose to get calm and follow the first instruction, shut his eyes and take 3 deep breaths and then checked back. But then nearly straight away started crying again and didn't drop the subject. What do I do – continue the rule of 3 where we left off? – start the Rule of 3 again or just do a correction on him not dropping the subject? Also if he earned a major maintenance in the Rule of 3 and has started his consequence, then during this time, starts being out of instructional control again (crying and saying everyone is horrible to him), do I start Rule of 3 again with him or just do a correction for not dropping the subject again?
