Family Meeting

We have been implementing family meetings for a couple months right before bed on Sunday evenings. However my 1, 2 and 4 year olds can not stay focused for the 20 minutes and are not participating in the conversation. We tried to make a family mission statement together but it seemed "over their head." My 6 year old participated pretty well. How did you implement family meetings with very young kids.
