Extracurricular Activities

My question is how do you handle a child unwilling to go to an extracurricular activity, not because they do not enjoy it, but because their uniform is dirty or doesn't fit right, or they cannot find their shoes, or they simply just don't feel like it that day. We have 5 kids and so paying for extracurricular activities is a luxury that we do not want to pay for if a child does not want to go. One child continually has some excuse for not wanting to go. How do I implement the Rule of Three or consequences in this or do I just pull them out for a few months or a month? Thank you for your insight in this.
