Disagreeing appropriately

Hi Nicholeen,
I give my child an instruction, he does not respond immediately until I advise he earned a chore for not saying ok or asking to disagree appropriately. ( he ignores my initial request until I correct him basically )
Then complains he didn’t get a chance to disagree appropriately.

Similar to the first , when i start the rule of 3 , he will ask to disagree appropriately after giving a first instruction such as , I need you to put the game controller down..

Etc.. how does Disagree appropriately work with a rule of 3?
And how do I advise on the first situation?
