Instruction/ correction

Hi,
If my teen son has everyday responsibilities that he knows he is supposed to do but usually doesn't do them (for example -homework or cleaning up after he makes a meal or snack, wiping the toilet seat or sink after getting it dirty or doing his required hours for community service etc..). If he doesnt do the responsibility, which of the skills would I use to address this? Should I go right to a correction since its something he knows that he needs to do or should I give an instruction asking him to do it? And should the rule of 3 be applied if doesnt want to listen and do a correction or accept a consequence (for example if my starts screaming)?And What if my teen wont unlock his door to do the correction or listen to the rule of 3 with me? He has a very low tolerance for me talking to him and will say he's done talking. If I continue talking, he will explode. How should I respond if I'm not able to start or finish the correction?

In addition, I already gave a physical incentive to help motivate my son to do well in school and we agreed that he will get a $5 fine everytime he doesnt do his homework. Can I keep that as a consequence after a correction for not doing homework or do I have to use an extra chore like you suggested? Please advise on how to deal with these scenarios.
