Chores for everything?

I want to know if it's a good idea to use chores as consequences for everything. My son has a really bad habit of slurring his words, chopping off the last letters of each word and speaking so fast that no one can understand him. He does not have a hearing problem, and he knows how words are said but he just won't remember to slow down when he talks. I've started giving him an extra chore every time he talks fast and does not take the time to pronounce the whole word or compose a proper sentence. Is this ok? I feel bad because I feel like he is literally getting a chore every time he opens his mouth to speak. He is 10 years old. he says "wha" instead of "what". He'll say "can" when he means "can't". he'll say "Lor" instead of "Lord". Its horrible. i don't want him to continue growing up with this bad habit. Is there anything else I can do? Please advise.
