Stealing Privileges while in a Loss of Privileges

My 8-year old daughter has earned a 6-hour loss of privileges in the Rule of 3 and has a hard time accepting her consequences. She does not seem to care and keeps stealing privileges. When she does his, I describe to situation and remind her what she should do instead. For example, out neighbor brought over some rice krispie treats and she took one and started eating it. She went on eating it even thought I was calmly explaining that she was stealing a privilege.

Today I let my other children go outside and play while I explained to that my 8-year old was not supposed to go outside. She got upset that I would not let her go outside and I was monitoring her to make sure she did not go outside. She finally ran out proceeded to play with her other siblings. Could you remind me how I should be handling this the TSG way rather than getting into a power struggle?
