The rule of three for 4 year old

Hello, My daughter is going to be four in August and we did the rule of three for the first time. We only did one hour for the lost of privileges taking away and it was very rough for us to get though it. Is that normal or am I doing it wrong? Do I start the time over everytime she needs to be corrected? And will it get easier over time? I really appreciate your thoughts on this.
