Teen daughter not taking a “No Answer “

Hi,
I am new to the membership. I am struggling with ny my 13 year old daughter who refuses to take a No answer. For example if she wants to go her friend's house today and if I say, she just walks out and takes a taxi to her friend's place. If I try any consequences, she's having a terrible meltdown for hours until we give in. I am really exhausted. Every technique I try fails.
