rule of 3 for young

Hey,
When my 5 year old enters the rule of 3 and has earned either a major maintance or lost of privilege for 3 hours, he then will not choose to do them and I tell him he wont have any privileges until after the major maintance. BUt he still will force himself into my play wiht my 3 year old and I in our fort playing or playing ballv( he will take the ball away so we can't with it), reading a book. DO i just let him tag beside us until he chooses to do his MM? THe only thing I can really enforce is he doesn't get any special food at meal times, no snacks. We only do screeens and see friends 1 or 2 times aweek so those aren't always options I can take away. Do I just let him tag along until he chooses? I have locked him in his room before which I dont think you would approve, it works, he has to stay in there until he chooses to do his major maintaince, I want to do the best thing for him, but what do I do?

IF he it is a lose privelege for a few hours and he ahs to do chores… does he need to have a happy attitude for 3 hours while doing those chores? And if he doesn't have a good attitude and complains does his 3 hours start over? What if he is working really slow at the jobs like a 5 minute job turns into a 30 minute job?

Also my 5 year old when he enters the rule of 3 he becomes extremly needy, helpless (like cant stand up unless I help him etc..) and begs to be right by me or else he will just cry and cry. I want to have healthy attachment with him and for him to be secure and feel loved but what do I do when he is hanging on my arm in these situations?
