Rule of 3 and family outings

We just got back from a 10 day vacation to visit family and 2 times my 11 year old daughter refused to go on a family outing. Once was on a waterfall hike and once was to a museum where we were meeting old friends. She blew through the Rule of 3 and stayed home and did chores and cleaning at the rental house for the day. She did not care and seemed happy to be home alone. Honestly, we had a wonderful time both times and we all knew that she would have been whining and difficult the entire time had she come with us. What do you do when your youth continually misses out of family hikes and outings and is the only one left behind and does not seem to care and even seems happy to be left out and stay home and do chores? This happens NOT on vacation too. I even told her a trip to the museum counts as a school day and still she blew through the Rule of 3. Thank you.
