Potty traning

I have a almost 4 year old daughter who is doing really good going potty now, for the most part. But whenever we go to a public bathroom she completely freaks out. At first we thought it was the automatic flush that scared her. But even when the bathroom has no automatic flush she still gets upset. How can we help her over come her fear?
