Faking happiness when out of control

My seven-year-old daughter is faking happiness when out of control. She starts running around the house, screaming, yelling, laughing out loud, nacking down things in her way, jumping from couch to couch. And the worst part is that she is calling her three years old brother to follow her and do the same. She makes it into a game. Sometimes, they roll down on the floor and make a loud noise. Her brother is going on top of her, pulling her hair, or hitting her after a while, and she just keeps laughing. She likes to act like she doesn’t know, or cannot do things, or that she cannot talk or walk.
You said before that she is seeking negative attention. I spoke with her about that. And I told her the appropriate way to play with her brother.
She likes to go with her dad, who is more rigid and controlling. So, she cannot self-govern, and I prefer to keep calm. But unless I scream, I cannot stop this behavior between her and her brother. If I put her in the calm-down spot, she runs away.
Please help me pre-teach.
Also, help me explain why she should not let people break her boundaries, hitting and pulling her hair. If she says “Stop” to the brother, he is not stopping because they both act like it is funny and fun.
